Abstract: ABSTRACT Immigration policy is one of many aspects of legislation which has changed significantly in the aftermath of the 9/11 terrorist attacks. Because of its vital role to the lives of millions of immigrants, impacts of the reforms in immigration policy has been paid great attention. Thus, this study is conducted to clarify which orientation the post- 9/11 immigration policy towards, in what ways and to what extents the changes affected Muslims (both immigrants and citizens) who were presumed to be the target community. In the study, the subjects are examined by analyzing, comparing and contrasting different documents such as reports, research, journals and articles. The findings of investigation show that previously existed immigration policy was heavily revised and linked closely with national security policy with numerous programs and initiatives aiming at the target community. The study also finds in general the negative impacts of the reforms to Muslims ranging from limiting a considerable number of the immigrants to reducing their social equality and violating their human rights. In particular, to two types of Muslim immigrants (refugees, nonimmigrants) the changes not only directly decreased the number, but also built legal constraints. To Muslim Americans and legal immigrants, the effects mostly were with their mental health. The findings from the study hopefully will benefit not only policymakers in taking necessary consideration before enacting important laws, but also researchers and readers interested in studying this issue.
