| Abstract: | In 2014, the Ministry of Education and Training issued guidelines to develop complementary English programms for non-language major students to achieve the requied outcomes and to mobilise more resourses for educational institutions. This paper aims to analyse the theoretical background for curriculum development (definitions, important factors, and principles) as well as practical steps to develop and implement these English programs. |
